Synopsis:

Mobster Slick Scarpell calls a truce with the rival gang leaders in the city to join forces in a scheme that would eliminate their common foe, The Shadow. Offering an enticing payoff, Scarpell hires Vedangi the Hindu, who possesses powers of thought projection. After kidnapping the mayor as bait to lure The Shadow, Scarpell and his associates discover Margot in a parked car and kidnap her as well, assuming she might be working for The Shadow. Vedangi contacts The Shadow through thought transmission to force his foe to accept his challenge. Compelling the mayor and Margot to do his will, Vedangi uses them against the invisible avenger. The Shadow faces off with mobsters, tricking Dutch Broeder into shooting his associates with a Tommy gun, then knocks out Dutch with a blackjack. Facing Vedangi, The Shadow finds himself pleading with Margot to fight the will of Vedangi, as the villain commands her to shoot Lamont, whom she clearly sees without a clouded mind. Breaking down and sobbing, Margot does her best not to pull the trigger. Feeling Vedangi’s spirit leaving him, the mayor grabs a gun and shoots Vedangi dead. The Shadow escorts Margot out of the building so Commissioner Weston can clean up the mess and find the mayor with a severe case of amnesia of the events from the past twenty-four hours.
