Synopsis:

A special broadcast by the Safety Committee of the town of Old Mill makes a direct appeal to The Shadow. A strange unexplainable force is slowly wiping out the entire population. Other agencies have failed to cope with the situation and citizens are packing to leave. When an infant is killed from the mysterious disease, Lamont and Margot find conditions worse than described. After discovering an old hag who lives with her jackdaw, Lamont quickly solves the mystery. Mathew Carstairs had a case in court many years ago, claiming Old Mill rightfully belonged to him. Dressing like an old hag, Carstairs masterminded a campaign of murder to make good to his threat to the court. Having fed the bird a rare poison from the Congo, he trained it to peck the poison into the victims, making townspeople believe a plague was the cause. In trying to shoot The Shadow, the blaze of the gun attracts the bird and Carstairs is his next victim. Lamont destroys the bird and the remainder of the poison.
