Synopsis:

A notorious Panamanian spy ring plans to navigate a disguised tramp steamer, loaded with mines and capable of converting fishing trawlers into mine-layers, so they can destroy the American defenses and leave the Panama Canal open to attack and sabotage. Every intelligence officer put on the job of tracking down the spy ring is murdered and left for shark bait. Lamont and Margot venture south to become bait themselves. After an encounter with one of the spies, Lamont learns when the attack is going to take place. Margot takes the wheel of a speedboat and drops off Lamont who swims to the disguised tramp steamer. After planting a time bomb set to go off within ten minutes, The Shadow gives Dr. Molloff, the head of the spy ring, an ultimatum: board the trawler that is of American registry, to be subject to the laws of the United States and the Naval Patrol, or remain on board and face death. The crew boards the trawler, but The Shadow fights Molloff — escaping with the unconscious leader of the spy ring before the explosion attracts the Naval Patrol.
