Synopsis:

A criminal named Kegan, serving a life sentence, is suspected of murder when one of the wax figures in a Chamber of Horrors exhibit turns out to be a corpse. The men portrayed in the exhibit — District Attorney Armstrong, Commissioner Weston and Mayor Lewis — are the intended victims. Armstrong’s body was found in the exhibit, so Margot poses as a reporter in an effort to interview Kegan behind prison bars. The truth is soon discovered. Fearing his criminal activities will be exposed, Warden Driscoll has been allowing Kegan a momentary release to commit the murders. Kegan agreed so he could exact revenge on the men responsible for setting him up. When Kegan attempts to shoot the mayor, he discovers to his horror that the man he shot was merely a wax dummy. The Shadow laughs as Commissioner Weston and his men close in on the killer. The warden arrives on the scene, claiming ignorance. Angry that he’ll be sent to the chair while the warden attempts to cover his tracks, Kegan shoots Driscoll dead before being returned to prison.
