Synopsis:

Margot volunteers her free time with the Citizen’s Committee for the cause of law and order in an effort to see Warden Richard Cooper, who is nominated for governor. Responsible for overseeing the execution of Killer Goran, the governor looks a fool when the executioner himself is electrocuted because of altered wiring. Goran laughs, claiming “the brain” behind the ring of racketeers and mobsters in the state assures he will never go to the chair. Lamont goes undercover as a guard to ensure the second execution goes off without a hitch, but Gorman escapes. This time when the switch is thrown, the wall is blown apart and convicts make a break for it. The Shadow holds a gun in mid-air and threatens to shoot any convict who attempts to escape, forcing them back into their cells. Gorman, however, gets away and pays a visit to William M. Tuttle, head of the Citizen’s Committee and secretly known as “The Brain.” With no other choice, Tuttle attempts to shoot Margot, but The Shadow comes to her rescue, knocking Tuttle and Gorman unconscious.
