Synopsis:

Members of the Maritime Commission are at a loss over the recent unexplainable disasters in the ocean. Luxury liners, cargo ships and tramp steamers are being sunk by torpedoes and the survivors gunned down like frantic rats. Enemy factions overseas have not accepted responsibility. Lamont deduces it is the work of a wealthy lunatic pirate who privately constructed his own submarine. The Shadow questions Joseph Hart, a brilliant designer who was dishonorably discharged from the U.S. Navy. Hart confesses how he designed the submarine and supervised its construction at Carey’s Point; then, plagued with a guilty conscience, he commits suicide. The Shadow races out to the shipyard to board the submarine and, learning it is destined for the coast off Cape Francis at midnight, contacts Margot via shortwave to alert the Coast Guard. Captain Barry Vincent, owner of the sub, vents anger at the invisible intruder when he discovers that his torpedoes failed. Tricked by The Shadow, Vincent discovers his submarine was maneuvered and surfaced in just a way that the Coast Guard can take command of the situation and arrest the crew and Vincent.
