Synopsis:

Lamont and Margot venture to Cape Point Inn on a small island off the coast to investigate the disappearance of Helen Marshall’s brother. A government agent named Pete Larson has also vanished, and Lamont discovers that island inhabitant George Solvig has been using his position as an engineer at the power station (which controls the city’s electricity and water) to smuggle vital plans to the enemy. He injects his victims with a rare drug which changes their appearance to a death-like trance and provides a perfect disguise. Under the drug’s influence, the victims become willing slaves who memorize vital plans. Their unconscious bodies are then shipped across the water to Countess Narona, who receives the “corpses” with false identification and probes their subconscious minds to unearth valuable military information. Having already succeeded in destroying a precision instrument factory, their next goal is a U.S. bombing site. As The Shadow, Lamont learns that one of the criminals is actually a government agent, but the countess shoots the lawman dead. With Margot the latest victim, The Shadow steals the antidote and injects it into Margot, then arranges for the police to pick up the criminals.
