Synopsis:

A gang of arsonists headed by a femme fatale named Gloria employs underground arsonists Duke and Marco to burn down the houses of wealthy clients who cash in on the insurance policies to pay off their gambling debts. When a watchman dies in the latest fire, Lamont attempts to prove to Commissioner Weston that the “accidents” are really arson. With the help of a couple agents, Lamont tracks down the identities of the arsonists (one of whom bombed Lamont’s automobile in a murder attempt) and Lamont and Margot tie Marco to a chair for the police to find.As The Shadow, he convinces Mrs. Butler, the latest victim of the scheme now being blackmailed by the arson gang, to play along with him so he can track down the ringleader, Gloria. When Duke attempts to sell Gloria out, she kills him. Gloria then tries to trick The Shadow with a booby trap but it fails and she is turned in to the police along with a record of her crimes and the finances she controlled.
