Synopsis:

John Gordon, a racket king and secret business partner of Grant Flynn, disappeared three weeks ago. Lamont suspects Gordon was silenced because he was trying to cut in on Flynn’s political interests. After trailing a source to a funeral home, Lamont and Margot discover that a vehicular tunnel built under the river by Flynn with public funds and then never used, was the origin of the dispute. Flynn kidnaps the snooping Margot, but when The Shadow arrives, he makes an escape down the tunnel. The wounded Gordon makes an appearance — much to the surprise of Flynn — and exacts revenge by shooting Flynn in cold blood. Flynn dies, but not before opening the valve and flooding the tunnel. Margot and Lamont race for their lives and escape to reveal the facts to Commissioner Weston.
