Synopsis:
The newspapers headline a mass killer planting bombs across the city and creating a reign of terror for pedestrians who wander the crowded streets. The fiend leaves notes behind telling the press and the police that he cannot stand crowds or mobs. This causes an outcry from citizens who demand that Commissioner Weston resign. To rout out the criminal, The Shadow arranges for a public dare, challenging the guilty party to walk through the Central Arcade during rush hour. Weston agrees to help aid The Shadow if he receives credit for the capture. The dare works, and The Shadow is able to learn the identity of the madman, following him to his residence. Anton Spivak, a psychopathic night watchman for a subway excavation, believes The Shadow wants to join in his reign of terror. Spivak reveals the location and means of acquiring the dynamite. The Shadow tricks Spivak into thinking that he, too, has the hypnotic power of invisibility and walks right in front of two police officers with proof of his deed in hand.
