Synopsis:

In the crowded slums of the city, Mike Tomas maintains a watchful eye at a shelter for street kids whose parents work nights. In reality, Tomas is screening them to see which one has the most potential to become a successful criminal. With the aid of Annie, who owns and operates a pool hall, the boys are trained in thievery, pocket picking and robbery. When one young boy named Red is put behind bars for armed robbery and murder, he is poisoned by candy delivered to him by another street punk. Lamont finds the punk and discovers the kid is the next intended murder victim – part of Tomas’ plans to cover his tracks. The Shadow gets involved, smashing the ring responsible for a series of juvenile crimes.
